Yes, you are correct, we say all the time that the scale is a terrible test of your fitness level.  However, in the strength world, the amount of weight that you can move over your body weight is indicative of how strong you are.  Power lifting and weight lifting (Oly) are divided up into weight classes.  The more weight you can move over your body weight, the easier you can move your own body.
